{"id":13704,"date":"2026-03-19T12:53:14","date_gmt":"2026-03-19T10:53:14","guid":{"rendered":"https:\/\/www.bioenergia.fi\/2026\/03\/19\/eu-commission-call-for-evidence-eu-governance-regulation\/"},"modified":"2026-03-19T12:53:14","modified_gmt":"2026-03-19T10:53:14","slug":"eu-commission-call-for-evidence-eu-governance-regulation","status":"publish","type":"post","link":"https:\/\/www.bioenergia.fi\/en\/2026\/03\/19\/eu-commission-call-for-evidence-eu-governance-regulation\/","title":{"rendered":"EU Commission: Call for Evidence &#8211; EU Governance regulation"},"content":{"rendered":"<p><span data-contrast=\"auto\">Bioenergia\u00a0ry\u00a0\u2013 the Bioenergy Association of Finland &#8211;\u00a0considers that the primary function of the Governance Regulation should be to serve as a management dashboard for both the Member States and the Commission (which analyses aggregated data from the Member States) in the planning, reporting, and monitoring of energy and climate policy. The dashboard should\u00a0mainly track\u00a0those targets and sectors that will be defined at EU level for the period 2030\u20132040. The association emphasises that these targets and sectors do not necessarily need to be the same as those applied during the 2020s, if they are consistent with the recently agreed EU Climate Law.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">As a general principle for decarbonisation,\u00a0the focus should be on decreasing fossil emissions in the EU.\u00a0Renewable energy, improvements in energy efficiency,\u00a0carbon capture\u00a0and technical carbon sinks should\u00a0all\u00a0be considered key tools as the EU advances toward its 2040 climate target.\u00a0Once Member States have achieved a minimum level of renewable energy deployment and energy efficiency (for example, the 2030 target), Member States and companies should have greater flexibility in choosing\u00a0subsequent\u00a0measures to reduce emissions and increase carbon sinks. Progress monitoring should increasingly focus on greenhouse gas emissions and removals in\u00a0the agreed\u00a0sectors\u00a0\u2013 not on\u00a0secondary indicators, such as the shares of different energy sources or the total amount of energy saved.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The Governance Regulation should also support the resilience of the energy system and strengthen cooperation both between Member States and within Member States. However, the regulation should not be burdened with an excessive number of different indicators and monitoring requirements; instead, it should be kept strictly as a dashboard for agreed policy\u00a0objectives.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The Bioenergy Association of Finland\u00a0notes that, in designing the Governance Regulation, it must be\u00a0considered\u00a0that, under the EU Climate Law, reassessments will be carried out every two years during the 2030s, and the Governance Regulation will play a key role in this process.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bioenergia\u00a0ry\u00a0\u2013 the Bioenergy Association of Finland &#8211;\u00a0considers that the primary  &#8230;<\/p>\n","protected":false},"author":8,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[150],"tags":[190,192],"class_list":["post-13704","post","type-post","status-publish","format-standard","hentry","category-lausunnot-en","tag-eu-commission-2026-en","tag-lausunnot-2026"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.0 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>EU Commission: Call for Evidence - EU Governance regulation &#8211;
