The EU is\u00a0facing crises of\u00a0competitiveness,\u00a0dependency\u00a0and fossil energy.\u00a0The European Commission will publish proposals for several key\u00a0climate and energy\u00a0legislations\u00a0this year.\u00a0Bioenergia\u00a0ry\u00a0\u2013 the Bioenergy Association of Finland \u2013\u00a0proposes\u00a0key principles on how to integrate biogenic carbon capture\u00a0in the package.\u00a0<\/strong><\/p>\n

Europe\u2019s energy system is still heavily dependent on imported fossil fuels.\u00a0<\/span>In 2024, some 57 % of EU\u2019s energy was imported<\/span><\/a>. The war\u00a0in Iran\u00a0and\u00a0recent\u00a0unpredictable\u00a0geopolitics underline the need to cut dependencies on fossil fuels and autocracies. This should\u00a0also\u00a0enhance EU\u2019s climate policy.\u00a0In 2026, the European Commission will publish proposals for several key legislations to implement the recently updated\u00a0<\/span>European Climate Law<\/span><\/a>, which entered into force in April.<\/span>\u00a0<\/span><\/p>\n

The EU Commission\u00a0<\/span>assessed in 2024<\/span><\/a>\u00a0that European\u00a0climate targets require significant amounts\u00a0of carbon dioxide removal both\u00a0naturally and with technologies.\u00a0Biogenic carbon dioxide capture, utilisation and storage (Bio-CCUS) and biochar\u00a0systems\u00a0enable\u00a0permanent\u00a0carbon dioxide removal and\u00a0are\u00a0therefore\u00a0well-suited to a transition that aims at ambitious climate targets and enhances a strong and self-sufficient industrial base\u00a0in Europe.\u00a0Bioenergy is EU\u2019s largest renewable energy source and up to 95 % domestic. EU\u2019s industrial roundwood production exceeds domestic consumption.<\/span>\u00a0<\/span><\/p>\n

Bioenergia\u00a0ry\u00a0\u2013 the Bioenergy Association of Finland \u2013 calls for a clear and predictable framework on how to integrate Bio-CCUS\u00a0and biochar\u00a0in EU\u2019s energy and climate policy architecture.\u00a0In the forthcoming EU legislative package:<\/span>\u00a0<\/span><\/p>\n

    \n
  1. Carbon capture, utilisation and storage (CCUS) technologies\u00a0and biochar\u00a0can offer multiple sectors opportunities for direct emissions reductions, removal of CO2 from the atmosphere, or the use of sustainable CO2 as a feedstock for various products. The EU regulatory framework\u00a0should\u00a0support the\u00a0emissions reduction pathway in a technology-neutral manner. Decisions on where\u00a0specific\u00a0technologies are applied should be left to the market.<\/span><\/li>\n
  2. Permanent\u00a0and reliable\u00a0carbon removal must have a prominent role\u00a0compared with\u00a0temporary and uncertain removals in the\u00a0current\u00a0LULUCF sector.<\/span><\/li>\n
  3. Bio-CCS,\u00a0biochar\u00a0and other solutions delivering permanent carbon removal must be recognised in a strong\u00a0and predictable\u00a0EU Emissions Trading system<\/span>\u00a0<\/span><\/li>\n
  4. A European trading system must be accompanied by complementary national policy measures in line with each Member State\u2019s respective capabilities.<\/span>\u00a0<\/span><\/li>\n
  5. Carbon removal\u00a0and the use of sustainable CO2\u00a0must have access points to and preferential treatment in the common European CO2 transport infrastructure.<\/span>\u00a0<\/span><\/li>\n<\/ol>\n

    The EU Commission is expected to present a revision of the EU ETS for the next decade in July. Other parts of the European energy and climate architecture, such as national targets and flexibilities, renewable energy, energy efficiency and CO2 transport infrastructure, are expected later this year.<\/span>\u00a0<\/span><\/p>\n

    On May the 5<\/span>th\u00a0<\/span>2026,\u00a0Bioenergia\u00a0ry\u00a0\u2013 the Bioenergy Association of Finland\u00a0with\u00a0the\u00a0co-organizers VTT and Finnish Energy\u00a0and\u00a0event\u00a0partners\u00a0are\u00a0holding\u00a0the\u00a0third edition of the conference series on Bio-CO2 Use and Removal in Helsinki.\u00a0The conference gathers international experts of carbon\u00a0capture and carbon\u00a0removal to\u00a0Kulttuurikasarmi\u00a0in the centre\u00a0of Helsinki.<\/span>\u00a0<\/span><\/p>\n
